Can – if at all – the different systems of minority protection contribute to democratic institution building and political as well as regional stability in the Western Balkans? Will it be possible to achieve ethnic conflict prevention by developping legal indicators through further specification of the respective minority rights ? Based on the project team and its partners a monitoring centre could be established similar to the European Centre on Racism and Xenophobia in Vienna.
