Toward a European Politics of "Differentiated Equality": Reflections on the Anti-Discrimination Policy of the European Union

Our project aims at a multilevel analysis of the EU's anti-discrimination policy. The main goal of the project is the theoretical and critical analysis of the possibilities of and limits to anti-discrimination policy in the fight against different forms of inequality.

The theoretical part of our study explores different conceptions of equality and difference and explanatory models of inequality as developed in contemporary philosophy, social and political theory, and, social anthropology with special reference to feminist theories. Our study will be guided by following questions: What are the policy implications of different conceptions of equality and difference? Are there profound differences between gender, ethnic origin, nationality etc., which justify different levels of protection against different grounds of discrimination? Does the concept of discrimination exhaust the spectrum of structural inequalities in contemporary societies? Can a politics of "differentiated equality" avoid the either-or-paradox between assimilationist versus essentialist identity politics?

We will address these questions in the empirical part of the study by making use of document analysis and group discussions (among others) with representatives of relevant transnational and Austrian NGOs. In addition, we will co-operate with international experts within the framework of two workshops on horizontal vs. vertical approaches to anti-discrimination and gender mainstreaming.
